SENATE BILL NO. 313 An Act making a special appropriation to                   
the bond redemption subaccount from the constitutional budget                  
reserve fund under art. IX, sec. 17(c), Constitution of the State of           
Alaska; and providing for an effective date which had been held in             
third reading (page 3423) was before the Senate.                               
                                                                               
Senator Mackie moved and asked unanimous consent that SENATE                   
BILL NO. 313 be returned to the Rules Committee. Without                       
objection, it was so ordered.
